APPLICATION, EQUIPMENT & TRAINING PACKAGE DISCLOSURE POLICY

Application Requirements | Non-Refundable Fees | Package Fulfillment | Training & Equipment | Agency Authorization

1. PURPOSE & POLICY OVERVIEW

This policy establishes the application procedures, payment obligations, equipment and training package selection requirements, non-refundable fee conditions, fulfillment responsibilities, and agency authorization standards of East Coast Bail Enforcement Agency (ECBEA).

All prospective applicants and purchasers are required to review and acknowledge the applicable terms before submitting an application or purchasing an Equipment & Training Package.

ECBEA maintains a structured application and evaluation process. The purchase of equipment, apparel, training, or related resources is separate from the agency’s determination of whether an individual qualifies for affiliation or operational participation.

Payment of any application or package fee does not guarantee employment, independent contractor engagement, agency appointment, licensing, certification, operational authority, or authorization to represent ECBEA in an official capacity.

2. APPLICATION REQUIREMENTS & $99 NON-REFUNDABLE APPLICATION FEE

All prospective applicants must complete and submit the official ECBEA application, attach a current résumé, and pay the required $99.00 application fee.

The application fee covers application submission and administrative review. It is a separate financial obligation and is not included in, credited toward, or deducted from the cost of any subsequent Equipment & Training Package.

IMPORTANT — THE $99.00 APPLICATION FEE IS NON-REFUNDABLE.

The $99.00 application fee is non-refundable regardless of application outcome, withdrawal, unsuccessful prescreening, disqualification, non-selection, or an applicant’s decision not to continue with the agency, except where a refund is required by applicable law or expressly authorized under the applicable written agreement.

Payment does not guarantee advancement to prescreening, agency acceptance, appointment, or operational participation.

3. APPLICATION REVIEW, PRESCREENING & SELECTION PROCESS

All submitted applications are reviewed in accordance with ECBEA’s eligibility requirements, professional standards, operational needs, and applicable laws.

Applicants who meet preliminary review requirements may be invited to participate in a prescreening interview consisting of approximately 25 questions conducted over approximately 20 minutes.

Applicants who successfully complete the required evaluation stages and receive authorization to proceed may advance to the Equipment & Training Package selection process.

Authorization to select a package does not independently establish employment, independent contractor status, field authorization, or final operational approval.

ECBEA retains responsibility for determining eligibility for agency affiliation, training participation, restricted systems, operational assignments, and agency-issued credentials.

4. EQUIPMENT & TRAINING PACKAGE SELECTION

Following the required application review, prescreening, and authorization to proceed, eligible individuals may select from the following Equipment & Training Packages:

STARTER INTEGRATION — $597.00

Communications Equipment & Agency Essentials

ADVANCED AGENT DEVELOPMENT — $2,300.00

Professional Training & Credential Preparation

COMPLETE FIELD READINESS — $3,500.00

Protective Equipment & Field Resources

Each package is a separate purchase and includes only the equipment, apparel, training, and other components expressly identified in its published description and applicable purchase agreement.

The $99.00 application fee is separate from all package selection fees.

Package purchases do not constitute payment for employment, agency appointment, independent contractor engagement, guaranteed assignments, or operational privileges.

5. EQUIPMENT & TRAINING PACKAGE NON-REFUNDABLE FEE DISCLOSURE

IMPORTANT — ALL EQUIPMENT & TRAINING PACKAGE SELECTION FEES ARE NON-REFUNDABLE, SUBJECT TO APPLICABLE LAW.

All payments made toward ECBEA Equipment & Training Packages, including but not limited to the Starter Integration, Advanced Agent Development, and Complete Field Readiness selections, are designated as non-refundable under the agency’s published payment terms, except where a refund is required by applicable law or expressly authorized under the applicable written agreement.

This policy applies regardless of an individual’s application outcome, voluntary withdrawal, non-selection, disqualification, failure to complete onboarding, unsuccessful probationary period, or decision not to pursue or continue agency affiliation.

An applicant’s failure to obtain or maintain agency affiliation does not, by itself, establish an entitlement to a refund of a purchased package.

ECBEA’s non-refundable fee policy does not eliminate its obligation to provide the purchased goods, courses, and other deliverable components identified in the applicable package agreement.

Nothing in this policy waives non-excludable statutory rights or eliminates refunds or other remedies required by applicable law.

6. GUARANTEED PACKAGE FULFILLMENT REGARDLESS OF AGENCY SELECTION OUTCOME

ECBEA Equipment & Training Packages are purchases of designated goods, training, and related resources, not purchases of agency membership or employment opportunities.

PURCHASERS REMAIN ENTITLED TO THE NON-RESTRICTED COMPONENTS OF THEIR SELECTED PACKAGE REGARDLESS OF AGENCY APPLICATION OR AFFILIATION OUTCOME.

Individuals who purchase an Equipment & Training Package shall receive the included non-restricted equipment, standard agency-branded merchandise, scheduled training opportunities, and educational resources in accordance with the applicable purchase terms, regardless of whether they:

Are accepted or declined for agency affiliation

Voluntarily withdraw from the application or onboarding process

Fail to complete the required probationary period

Are disqualified from operational participation

Do not obtain or maintain the credentials required for agency operations

Choose not to continue their affiliation with ECBEA

Purchased equipment and training shall not be automatically forfeited solely because an individual is not selected or retained by the agency.

Delivery of equipment and access to courses remain subject to lawful eligibility requirements, reasonable scheduling and fulfillment conditions disclosed before purchase, and any applicable restrictions governing regulated equipment or training.

If ECBEA is unable to fulfill a purchased component, the agency shall address the unfulfilled obligation in accordance with the applicable purchase agreement and law, including any legally required remedy.

7. TACTICAL EQUIPMENT & PROTECTIVE VEST DISTRIBUTION

Purchasers of packages containing tactical equipment, protective equipment, or ballistic vest systems shall receive the included non-restricted equipment regardless of their agency application outcome.

Where a selected package includes a tactical or ballistic vest system, an applicant who is not approved for agency affiliation shall still receive the applicable purchased vest system and its listed components.

The vest shall be provided without restricted ECBEA patches, official identification markings, or insignia reserved for authorized agency personnel.

Ownership or possession of purchased tactical equipment does not authorize the purchaser to identify themselves as an ECBEA agent or exercise any bail-enforcement or agency-specific authority.

Any use of equipment remains subject to applicable law.

8. STANDARD AGENCY-BRANDED APPAREL & RESTRICTED AGENT UNIFORMS

ECBEA distinguishes between standard agency-branded merchandise and restricted operational apparel.

STANDARD BRANDED MERCHANDISE

Standard ECBEA-branded polo shirts, training T-shirts, and hoodies included in a purchased package shall be provided to purchasers regardless of application outcome or agency affiliation status.

These items are considered general agency-branded merchandise and may be worn for personal use, public support, or lawful representation of support for the ECBEA brand.

Such merchandise does not identify the wearer as an authorized bail enforcement agent, employee, independent contractor, or official representative of ECBEA.

RESTRICTED AGENT APPAREL & IDENTIFICATION

Official operational uniforms, agent-specific apparel, customized name or call-sign garments, restricted insignia, identification badges, and other designated agent-exclusive items are separate from standard package merchandise.

Restricted agent apparel and identification are reserved exclusively for authorized ECBEA personnel and may be subject to separate purchase, issuance, probationary, credentialing, and supervisory requirements.

Where applicable, the mandatory 90-day probationary onboarding period governs eligibility for designated restricted agent apparel and other authorization-dependent privileges. It does not prevent purchasers from receiving standard branded merchandise included in their packages.

9. GLOBAL-PTT RADIO EQUIPMENT & COMMUNICATIONS AUTHORIZATION

Where included in a selected package, purchasers shall receive the designated Global-PTT radio device regardless of application outcome or agency affiliation status.

PURCHASE OF A GLOBAL-PTT RADIO DOES NOT INCLUDE AUTOMATIC ACCESS TO ECBEA’S PRIVATE COMMUNICATIONS NETWORK.

Physical ownership of the radio device is separate from activation, integration, or authorization within ECBEA’s restricted communications systems.

Only formally approved and authorized personnel may receive:

ECBEA network activation and authorized system integration

Assigned agency call signs

Access to restricted radio channels and Approval Channels

Access to agency-specific communications platforms

Operational communications privileges and related system permissions

Individuals who are not approved or authorized shall receive the physical radio device included in their package without activation or access to ECBEA’s private communications network.

Any network activation or system integration described in a package is an authorization-dependent service, not an unconditional entitlement to agency communications access.

Any fees attributable to authorization-dependent services, and the treatment of such services when approval is not granted, shall be expressly disclosed in the applicable package purchase terms before payment.

10. TRAINING COURSES, SCHEDULING & INSTRUCTIONAL HOURS

Purchasers of packages containing professional training shall receive enrollment opportunities and scheduled instruction for the courses expressly included in their selected package, regardless of their ECBEA application or affiliation outcome, subject to lawful course eligibility requirements.

Each applicable course description shall identify the training offered, the instructional hours included, the enrollment and scheduling process, and any prerequisites or additional requirements.

TASER/CEW Training

Multi-State Concealed Carry Training & Application Guidance

Virginia DCJS 44E Bail Enforcement Training

TRAINING COMPLETION DOES NOT GUARANTEE CERTIFICATION, LICENSURE, OR PERMIT APPROVAL.

Course enrollment, attendance, and completion are separate from any certification, license, registration, or permit issued by a governmental authority or independent certifying organization.

Purchasers remain responsible for meeting applicable attendance, performance, testing, eligibility, background screening, and regulatory requirements.

Completion certificates, where offered, are subject to the applicable course requirements.

ECBEA does not guarantee that a purchaser will pass an examination, satisfy licensing eligibility requirements, receive a professional credential, or qualify for agency operational participation.

If a purchaser is legally ineligible to attend a particular course, the applicable purchase agreement and law shall govern fulfillment, available alternatives, and any required remedy.

11. AGENCY IDENTIFICATION, CREDENTIALS & OPERATIONAL AUTHORIZATION

The following items and privileges are restricted to individuals formally approved and authorized by ECBEA:

Official ECBEA identification badges and credentials

Restricted agency patches, insignia, and agent-specific uniform markings

Agency call signs and restricted communications network access

Restricted operational systems and case-management platforms

Access to confidential case information and operational resources

Participation in authorized agency operations and field assignments

Authorization to act or identify oneself as an ECBEA agent or representative

The purchase or possession of equipment, branded merchandise, training materials, or a Global-PTT radio does not independently establish agency affiliation or grant operational authority.

Applicants and purchasers who have not received formal agency authorization shall not represent themselves as active ECBEA agents or otherwise imply that possession of purchased items constitutes official agency appointment.

All operational participation remains subject to applicable licensing requirements, agency policies, and supervisory authorization.

12. PAYMENT METHODS & THIRD-PARTY FINANCING

Payment for the application fee and any selected Equipment & Training Package is governed by the applicable checkout terms and purchase agreement.

Where offered, third-party payment arrangements, including Afterpay, are subject to provider eligibility requirements, approval decisions, and applicable financing terms.

Financing approval does not constitute ECBEA approval, operational authorization, or entitlement to restricted equipment or agency systems.

The use of a third-party payment provider does not alter the purchaser’s applicable contractual obligations or eliminate any rights and remedies provided by law.

13. APPLICANT & PURCHASER ACKNOWLEDGMENT

Before completing an application payment or Equipment & Training Package purchase, individuals must affirmatively acknowledge the applicable disclosures and payment terms.

By accepting the applicable policy and submitting payment, the individual acknowledges and understands that:

The $99.00 application fee is separate from all Equipment & Training Package fees.

The application fee is designated as non-refundable, subject to applicable law.

Equipment & Training Package fees are designated as non-refundable, subject to applicable law and any express written contractual exceptions.

Package purchases provide the listed non-restricted equipment, branded merchandise, training, and resources independently of agency acceptance or continued affiliation.

Applicants who are not selected or retained by ECBEA remain entitled to the purchased non-restricted package components under the applicable purchase terms.

Standard ECBEA-branded polo shirts, T-shirts, and hoodies are not restricted operational uniforms.

Tactical vest systems included in a package will be provided without restricted ECBEA insignia when the purchaser is not authorized to receive those markings.

Global-PTT radio ownership does not grant automatic access to ECBEA’s communications network.

Course enrollment or completion does not guarantee certification, licensing, permit issuance, or operational authorization.

Official agency credentials, restricted insignia, private network access, and operational participation require separate formal authorization.

Payment does not guarantee employment, independent contractor engagement, agency appointment, or field assignments.

The individual has reviewed the applicable package inclusions, payment obligations, fulfillment conditions, and restrictions before purchasing.

14. POLICY ADMINISTRATION & APPLICABLE LAW

This policy shall be administered in accordance with ECBEA’s established procedures and applicable federal, state, and local laws.

Nothing in this policy shall be construed to waive non-excludable consumer rights, eliminate legally required refunds or remedies, or relieve ECBEA of its obligation to provide purchased goods and services.

ECBEA may revise this policy prospectively. Existing purchases shall remain governed by their applicable purchase terms and any mandatory legal requirements.

If any provision is determined to be unenforceable, the remaining provisions shall continue to apply to the extent permitted by law.
