Independent Contractor Status (1099)

This is an Independent Contractor (1099) role, not W-2 employment. Contractors are responsible for managing their own taxes and expenses and will not receive employee benefits. You will maintain flexibility in scheduling and methods, within assigned tasks and agency expectations. All contractors must comply with applicable federal, state, and local laws governing independent contractors. By applying, you acknowledge and accept these terms.

Applicants must be U.S. citizens or lawful permanent residents. Proof of status is required during onboarding. Individuals on temporary visas or without verified legal status are not eligible. This ensures compliance with federal and state regulations and eligibility for required background checks and licensing.

Minimum Age Requirement

 Applicants must be 21 years or older to qualify for operational roles. This ensures compliance with licensing regulations, legal eligibility to carry certain equipment, and the maintenance of a professional, mature environment for high-risk operations. Valid government-issued ID will be required during onboarding.

Minimum Age Requirement

Applicants with a history of violent criminal offenses (e.g., assault, robbery, domestic violence, aggravated battery, homicide, or offenses involving weapons or threats) will not be considered. A full background check will be conducted, and applications may be denied to protect agency integrity and public safety.

A high school diploma or GED is required for all operational and administrative roles. Higher education in criminal justice, law enforcement, or a related field is preferred. Applicants must provide official proof of educational completion and demonstrate the communication skills necessary for documentation and professional fieldwork.

All operational agents must hold a valid DCJS license or be actively enrolled in an approved DCJS training program. Proof of compliance, licensure, or training status is required during onboarding. Non-compliance disqualifies applicants from operational assignments.

Drug-Free Policy

East Coast Bail Enforcement Agency operates under a strict Drug-Free Policy. The use, possession, or influence of illegal drugs, controlled substances without prescription, or intoxicants is prohibited while on duty, during operations, or while representing the agency. Random or suspicion-based drug screenings may be conducted. Violations may result in immediate removal from the Agency.

Prior experience in law enforcement, private security, military, or bail enforcement is highly preferred.
Applicants with field experience, tactical or surveillance training, and responsible decision-making under pressure will be prioritized. Entry-level candidates may be considered if they demonstrate professionalism, discipline, and a willingness to meet agency standards. Experience will be verified during onboarding.

Active agents and contractors may not represent or work with competing bail enforcement, private security, or fugitive recovery agencies. This protects agency intelligence, prevents conflicts of interest, and ensures full commitment to operational assignments. Past or current affiliations must be disclosed prior to onboarding.

Interview & Training Process

All applicants must successfully complete a structured screening and onboarding process prior to activation for operational assignments.


The process includes:

   1.    Background & Pre-Screening (Phone Review) – Initial evaluation of eligibility, qualifications, and general suitability.

   2.    Interview Phase – Two formal phone interviews assessing professionalism, experience, judgment, and alignment with agency standards.

   3.    Orientation Phase – One mandatory session outlining agency policies, expectations, operational structure, and conduct requirements.

   4.    Live Training Phase – A required hands-on field training session focused on tactical readiness, communication procedures, and team integration. Proper gear is mandatory.

   5.    Required Group Operation Phase – Participation in a supervised operational deployment to assess real-time performance, coordination, and field conduct.

   6.    Credential & Documentation Verification – Submission and verification of valid identification, licensing credentials, and completion of onboarding documentation, including contractor agreements (1099), NDA, emergency contact information, required medical forms and all Agency required forms.


Successful completion of all phases is mandatory to achieve active status and eligibility for operational assignments.

90-Day Probationary Period

90-Day Probationary Period

All newly onboarded agents and independent contractors are placed on a 90-day probationary period to evaluate performance, professionalism, communication, and operational reliability.


During this period:

    •    Agents must demonstrate consistent activity and responsiveness on the agency’s designated communication platform.

    •    A minimum of 60 days of reliable radio participation is required before eligibility for advanced assignments, solo operations, or promotional consideration.

    •    Agents who do not already possess a Virginia DCJS 44E license must have formally initiated the licensing process, including registration for the required 44E training course and submission of their application.


Failure to maintain communication standards, mission availability, professional conduct, or progress toward required licensing may result in removal from active status, denial of assignments, or separation from the agency.


This probationary phase ensures compliance, team cohesion, and the highest standards of operational readiness and accountability.
